Magnolia Man Re-Arrested – New Sexual Assault Charges Stem from his Role as Bus Driver

Magnolia - The Delaware State Police have again arrested Woodrow W. Brown Jr., 32 of Magnolia for more sexual charges after two additional victims have come forward reporting they too were sexually assaulted by Brown. These victims came forward after seeing media accounts of an arrest of Brown on January 1, 2009.

In the first incident, a 17 year old Camden man, reported to police that he was a family friend of Brown. Additionally, he stated that on numerous occasions Brown solicited him to reveal his genitals and expressed his (Brown’s) desire to touch the victim explicitly. The victim informed police he denied the requests and at times had to physically kick Brown to get him to stop soliciting these sexual acts. The victim informed police this occurred on 29 separate incidents between January 23, 2008 and October 10, 2008.

The second incident resulted when a 7 year old Dover girl reported she was sexually touched by Brown on a school bus. An interview by a specially trained child interviewer on January 21, 2009 at the Child Advocacy Center in Dover revealed Brown began giving the victim candy and would occasionally rub her shoulders as she was a passenger on his bus.

Moreover, detectives learned the girl was a student in the Capital School District and on or about January 2, 2008 he had violated his position of trust and authority and rubbed the victim’s buttocks. The victim further disclosed that on another occasion, Brown began to rub his hand on her inner thigh moving it towards her vaginal area. The victim stated this was occurring as she was getting off the bus.

As a result of these new incidents, Brown was arrested on January 14, 2009 for 29 counts of Attempted Unlawful Sexual Contact 3rd degree and 1 count of Sexual Harassment – stemming from the first incident. He received a $1500.00 secured bond. Arrest warrants have been obtained for Unlawful Sexual Contact 1st degree and Attempted Unlawful Contact 1st degree for the second incident. Brown will be arraigned on Monday for those offenses. He remains incarcerated at the James T Vaughn Correctional Center in Smyrna.

Detectives still believe there could be additional victims and are urging anyone who may have been violated by Mr. Brown, who also is widely known by his nicknames of J.R. and Woody, to contact investigators at Troop 3 at 302.697.2104 ext 307.

Magnolia Man Jailed on Sexual Assault Charges

Magnolia – The Delaware State Police arrested a 32 year old Magnolia man for numerous sexual related charges after it was reported he sexually assaulted a 15 year old Magnolia teen.

Last evening at approximately 11:30 pm, troopers responded to home in the unit block of Douglas Fir Road, Magnolia, the Whispering Pines Mobile Home Park, for a report of sexual abuse. The investigation revealed the 15 year old victim lived with her mother at the home. The man arrested, Woodrow W. Brown Jr., was an acquaintance of the family and was living with them.

Last evening, the victim's mother left the home to run an errand, leaving the victim at home alone with Brown. During this time, the victim reported Brown began talking about sexual encounters he had with other people and began to show her pornographic movies. 

Brown began to exploit the teen by forcing her to send explicit photographs of herself to a male friend on her cellular telephone. In return the male friend would send explicit photographs of himself back to the victim cellular telephone. Brown would then view the photos of the male friend.

The victim, who attempted to refuse these actions by Brown, attempted to get away from him when he forced the victim’s hands onto his genitals. Brown then continued to sexually assault the victim. The mother returned home a short time later and learned what occurred and called 911.

Brown was arrested at the home and charged with the following offenses: Unlawful Dealing in Material Depicting Child Engaging in Prohibited Sexual Act, Sexual Exploitation of a Child, Rape 3rd degree, Sexual Solicitation of a Child under 16, Sexual Extortion, Unlawful Imprisonment, Offensive Touching and 2 counts of Unlawful Sexual Contact 2nd degree. He was committed to the James T Vaughn Correctional Center in lieu of a $56,000 secured bond.

Note: Detectives believe Brown may have solicited other juveniles to engage in similar sexual acts. They are asking if anyone has been victimized by him to detectives at Troop 3 at 302.697.2104.
