Friday, February 13, 2009- Subject Identified and Arrested-
“02/10/09 Cowardice
Robber Targets Handicapped Older Female in Purse Snatching”
Wilmington-
On Friday, February 13, 2009, Troopers arrested Ryan M. Osterlof,
24, of Country Flower Road in Newark. He was identified when a
citizen recognized Ryan from surveillance pictures released by DSP
and covered by the local media.
Warrants were completed and Osterlof was taken into custody. He was
also linked to a check fraud incident which occurred on February 6th,
at the WSFS located at 4730 Limestone Road.
Osterlof was formally charged with Wearing a Disguise during the
Commission of a Felony (felony), Theft (felony), Forgery 2nd
(felony) and Theft (misdemeanor). Bail was set at $5,000.00 secured
and he was committed to the Howard Young Correctional Institute.

Older Female in Purse Snatching

Suspects:
White male,
6'00”-6'02",
thin build, wearing dark-colored multi shaded hooded Sweatshirt;
operating a black 4 door vehicle reportedly bearing partial DE
registration ending in “??3837”
Resume:
Troopers responded to the 1900 block of Limestone Road Yesterday
afternoon for the report of a purse snatching.
This
investigation revealed a 62-year-old female victim
arrived at the
above location for a doctor's appointment. The victim is physically
handicap and had trouble moving about. She walked into the building
and attempted to enter one of the suites when a white male suspect
pretended to assist her.
The suspect
partially opened the door for the victim and subsequently grabbed
her purse from underneath her left arm. The suspect fled out of the
building and into an illegally parked car. The vehicle was described
by witnesses as newer model Nissan bearing a Delaware registration.
Pictures were
obtained of the suspect from the medical facility surveillance
system. These photos are attached below. Anyone who may recognize
