DSP News Release: Monday, February 09, 2009- Pedestrian Seriously Injured in Sunday Morning Crash

Location of Incident: Route 40, between School Bell Road and Appleby Road, New Castle, Delaware

Date and Time of Occurrence: Sunday, February 8, 2009, approximately 6:07 a.m.

Resume: On Sunday morning, Troopers responded to the area of Route 40, just east of School Bell Road for a pedestrian related crash.

A 1999 Chevrolet Monte Carlo (operated by Carol Howie, 58, of Newark) was traveling eastbound on Route 40 in the left lane.  A pedestrian, later identified as Phillip Nalyanya, 31, of New Castle, walked into the roadway and into the path of the Monte Carlo.  Mr. Nalyanya was struck and suffered serious, but non-life threatening injuries. 

Alcohol is believed to be a factor in this crash on the part of Phillip Nalyanya.  He was charged with being Drunk on the Highway, Failure to Carry a Flashlight at Night and Crossing at a Location other than a Crosswalk. 

Carol Howie was not injured.

Traffic was impacted for approximately one hour.
