DSP News Release: Sunday, September 20, 2009- Fatal Pedestrian Crash Investigated by State Police

 

Location: Route 13 northbound, south of I-295

 

Date and Time:  Saturday, September 19, 2009, at approximately 10:15 p.m.

 

Resume: Late last evening, Troopers were called to the area of Route 13 and I-295 for a fatal pedestrian crash report.

 

This investigation revealed a 1999 Freightliner tractor trailer (operated by Osmin Ruiz, 34 of New York State) was traveling northbound on Route 13, south of I-295, in the right lane.  At this same time, three pedestrians were trying to cross the roadway from west to east.  The area they were trying to cross the road was not designated as a pedestrian crosswalk area.

 

One of the three pedestrians, Ruth M. Chambers, 52, of Wilmington, ran across the roadway and directly into the path of the Freightliner resulting in a collision.  Mr. Chambers was pronounced dead at the scene.  The tractor trailer operator was not injured.

 

The two pedestrians who were with Ms. Chambers fled the scene and have not been located.  

 

This crash remains under investigation.  It is UNKNOWN if alcohol or drugs are factors in this incident as blood test results are pending.
