DSP News Release: Friday, May 1, 2009- Subject Arrested Earlier in the Week for Organized Retail Crime

 

Location of Incident: Various Locations Throughout New Castle County

 

Date and Time of Occurrence: Various dates and times

 

Suspect(s):  Stephen W. Judkins, 47, of Sycamore Street in Wilmington, Delaware

 

Resume: On April 28th of this week, Troopers from the DSP Retail Theft Unit apprehended and charged Stephen W. Judkins for his role in a 'theft and return scheme' here in New Castle County.

 

These incidents occurred as Judkins would enter different store and shoplift merchandise.  Then in a bold move, he would return to the same stores later in the day and return the stolen goods for a profit.  The following incidents were cleared with Judkins’ arrest:

  • April 28th, Kmart, Tri State Mall, Claymont, Delaware (twice in one day)
  • April 28th, Burlington Coat Factory, Tri State Mall, Claymont, Delaware
  • April 28th, Safeway, 2522 Foulk Road, Wilmington, Delaware
  • April 28th, Target, Brandywine Parkway, Wilmington, Delaware

 

Stephen Judkins was formally charged with two counts of Conspiracy (misdemeanor) and five counts of Theft/Organized Retail Crime (misdemeanor). 

 

This case is still under investigation as investigators are still working to link Judkins co-conspirator.
