Troopers Probe Hit and Run Fatal Crash Involving Pedestrian

Ellendale-The Delaware State Police Collision Reconstruction Unit (CRU) is presently investigating a fatal crash that occurred sometime this morning along US 113 southbound approximately one mile south of SR 16.

 

Earlier today, Delaware State Troopers were notified by officers from Georgetown Police Department when the officers located the body of a man located along N. Race Street and Douglas Street in Georgetown.  The victim was originally found by a passerby who alerted Georgetown police officers at approximately 5:00 a.m. this morning.

 

Upon arrival, investigators learned the victim identified as 35-year-old Rafael Valentin, had sustained injuries consistent with being struck by a vehicle, however, there were no signs of physical evidence at the scene along N. Race Street.

 

At approximately 1:40 p.m., officers located the crash site along the southbound lanes of US 113 a mile south of SR 16 near Ellendale.  Based on evidence found at the scene, (vehicle debris), investigators suspect the vehicle involved to be a 1996 dark green Honda Accord.  According to investigators, the Honda should have extensive damage to the bumper and windshield. 

 

The exact time of the crash is unknown.  Alcohol involvement is unknown. The means by which Mr. Valentin was relayed from the crash scene to the Georgetown is under investigation. The Delaware State Police is seeking assistance from the public in this case which remains under investigation.

 

 Mr. Valentin was believed to be homeless at the time of this incident.  He had previous addresses in Lewes, Wilmington, and New York City.  Investigators are actively seeking the whereabouts of any next of kin for Mr. Valentin.
